You'll be disappointed to know that the current forecasts for Valencia are sun, sun and more sun for the upcoming weekend, so it looks like the weather is going to have a pretty negligible effect. That said, with the temperature likely to be quite high, the chances of high thermal degradation are increasing, so there may be some variation introduced through that aspect.

It may not be entirely impossible that is the case - Bernie did indicate some time ago that the Circuit de Catalunya was thinking of alternating with Valencia for the Spanish GP, but there have been some doubts that Valencia could afford to pay FOM's fees even on a biannual basis.
Even though the ticket prices are some of the lowest amongst the European venues (being subsidised by the regional government in an attempt to drum up more interest), for obvious reasons it has never really developed much of a following, and pressure on the regional authorities to reign in spending means that the future of the event is already under question now, let alone whether it will survive until 2014 (when its original contract expires).
